COUNCIL MEETING
New Richmond Village
Council met in Council Chambers in regular session on Tuesday, May 24, 2011 at
7pm. Present: Richard Hilt, Gary Skeene, Richard Mathews,
Nicholas Wolf, Jack Conners and Vinnie Cochran - members; Ramona Carr, Mayor
and Donna Hammons, Clerk.

Mayor Carr opened the
meeting with the Pledge of Allegiance.
Minutes of May 10th
were presented for approval. Cochran
motioned to approve. Seconded
by Mathews.

CALL OF MEMBERS:
Cochran – Striping will begin soon on the newly paved
areas. A streetlight is going to be
installed at the bandstand.
Conners – Nothing to report.
Wolf – Wished to discuss the renewal levy, which just
failed for the second time. He doesn’t
feel we should put it back on the ballot unless council does more to promote
it. Perhaps a survey
of some type to get feedback from the community on their priorities. Carr suggested we have the Fiscal Officer,
Lynn Baird, attend our next meeting to answer questions. Wolf mentioned we are under time restraints
about making decisions for the fall election.
He also said that he is proud of our current council. We do not squander money. Wolf said he does not have family members
buried at Greenmound but the roads in the cemetery
are in horrible condition. They need
repaired. That takes a lot of money and
we just don’t have it. Mathews said that
people are upset about the earnings tax and why do we need the levy. Perhaps we should lower the millage.
Wolf asked if anyone has
heard anything from the Ohio Township Trustees about seeing if there is some
project we could work on together to give the residents of New Richmond some
kind of return on the tax money we pay to Ohio Township. Mayor and Council replied they have not heard
anything from them.
Wolf asked about Pierce
Township. Did the Mayor and Council
Committee Chairs meet with their trustees?
Carr replied that there was a meeting and it went very well. They were very open and are willing to work
with us on projects, especially projects dealing with the waterfront.
Wolf asked that ‘Old
Business’ be added to the agenda again.

Hilt – Motioned to suspend the three reading rule. Seconded by Skeene.

Hilt motioned to adopt ORDINANCE
2011-8 AMENDING THE 2011 APPROPRIATIONS AND DECLARING AN EMERGENCY. Seconded by Cochran.

Hilt presented a request
from Chief Baird to apply for a grant for a Brush Fire Fighting Skid Unit to
attach to our newest fire truck. The
cost of the unit is $11,000. The village
share would be $6,500 and the grant would pay $4,500. Discussion about the need
for this unit. Hilt motioned to
approve the application. Seconded by Conners.
