New Richmond DORA
​(Designated Outdoor Refreshment Area)

On March 24, 2020 New Richmond Village Council passed Resolution 2020-03 creating a Designated Outdoor Refreshment Area (DORA) under the guidelines established by Ohio Revised Code 4301.82.  A DORA is an area where the statutory open container restrictions do not apply at particular hours. Adults over the age of 21 are permitted to possess and consume alcohol in an identified area, with certain specific restrictions. The DORA established within the Village of New Richmond is the first DORA established by a village in Clermont County and possibly the first in the state of Ohio. The purpose of the DORA is to create a unique experience for residents and visitors for the economic development and vitality of businesses within the DORA, as well as the Village of New Richmond as a whole.

Q: What are the boundaries of the DORA?
A: The boundaries outlined in the DORA application are Front Street from Sycamore to Union Street continuing from Union on Susanna Way to Augusta Street then to Washington Street.  the boundary continues on Washington back to Union then on Willow Street to Sycamore. DORA drinks are permitted on village/public owned property along the Ohio River.   The Village has distinct signage displayed identifying the DORA boundaries.

Where can I purchase a DORA beverage?
The following 5 establishments have the necessary qualifying liquor permit to serve DORA beverages. 
  1. Green Kayak Market 
  2. Front Street Café
  3. Skipper's River Café
  4. VFW Post 6770 (Members Only)
  5. American Legion Post 550 (Members Only)
When will the DORA be in effect?
Daily 12 Noon to 10pm.
The hours of operation will remain consistent throughout the year.
Can I bring my own alcoholic beverage, pour it into a DORA cup, and walk around in the DORA?
No, only drinks purchased from qualified businesses within the DORA in a clear plastic cup with an official DORA sticker are allowed. No cans, glass bottles, or outside drinks are permitted within the boundaries.
 What types of alcoholic beverage can I have in my DORA cup?
Beer, wine and liquor are allowable beverages to be consumed in designated DORA cups. Drinks must be purchased from a participating business.
Can I walk anywhere with my DORA cup?
Patrons can enjoy their beverage in public gathering spaces.  Some non-alcohol serving businesses located within the DORA boundary may choose to allow DORA patrons to enter their establishment. Individual  businesses located within the DORA may have separate DORA policies.
Can I take my DORA cup back inside the establishment in which it was purchased?
No. Once a DORA cup has left a business, it must be consumed before you re-enter the business in which it was purchased or any other business that serves alcoholic beverages.
How do I know what businesses I can go into with my DORA drink?
Businesses serving DORA beverages will have the below sticker decal displayed:
