SAFETY LAWS AND RULES COMMITTEE

Present: Ramona Carr, Pat Hornschemeier, Dr. Lee Vesper, and Administrator Dave Kennedy.
Meeting started at 2:00 P.M.
EMS Chief Mark Baird was unable to attend due to attending a Life Safety Services Meeting.

Dave reported on the traffic study proposal from Ron Roberts Engineering. The New Richmond School District has agreed to partner with the study.

Dave reported that the school has agreed to pay for locks for 14 manholes. Each manhole would have 2 locks. The school has offered personal to help village employees install the locks. This should prevent students from throwing things into the manholes.

Noise Ordinance – A proposed noise ordinance was discussed. This was previously submitted for review in October 2002. This would require the village to purchase a sound level meter. The costs of these meters are from $89.00 - $299.00.

Laser Gun Grant Application – Funds are available for the purchase of police equipment. Chief Hassebrock would like to apply for the purchase of (1) laser radar gun. The total cost is $2895.00. The village share would be 10%. Dave will submit the application. The due date is January 23, 2003.

Elevator or Stair Lift for village building – Pat brought up about the need to get handicapped or disabled people to the second floor. The committee and Dave will look into cost and funding available.

The committee discussed having a Teen Court. This will be discussed again at the February meeting. We need the input Chief Hassebrock.
